No. Users will be able to stake based on how much CFLU they hold. If a user likes four projects they can stake on all four. Let's say 25% each. Their percentage of the total stake will depend on how much is staked for the entire project.
No. There is no maximum or minimum. If Coinfluence has early access to 30% of an ICO then staking HODLers will get access to their % of the total staked on the launchpad.
